In June 2024, the Guizhou Provincial Commission for Discipline Inspection and Supervision announced that Wu Shenghua, former Party Secretary of Bijie City, had been expelled from both the Chinese Communist Party and public office (commonly referred to as ‘double expulsion’). The investigation revealed that Wu had abandoned his ideals and original mission, using his position to seek benefits for others in areas such as promotions and government contracts, and accepting massive bribes. He also violated the CPC Central Committee’s Eight-point Regulation on improving conduct and exhibited corrupt personal conduct. His actions constituted serious violations of Party discipline and laws,涉嫌 bribery, and showed no sign of restraint even after the 18th Party Congress—an aggravating factor that rendered his offenses particularly egregious. In accordance with the Party’s Disciplinary Regulations and the PRC Supervision Law, and following approval by the provincial Party committee, Wu was stripped of his Party membership and public position, his illicit gains were confiscated, and his case was transferred to prosecutors for criminal review. This case underscores the Chinese Communist Party’s unwavering commitment to strict self-governance and sends a clear message that corruption will be met with zero tolerance, regardless of position or timing.
