The Ministry of Education has announced a dynamic adjustment mechanism: underperforming universities or disciplines may receive warnings or even be removed from the program, ensuring resources are allocated efficiently and effectively. The initiative will also intensify support for fundamental research, breakthroughs in core technologies, and the cultivation of high-level talent aligned with national strategic needs.Furthermore, the policy encourages universities to break down institutional barriers and foster cross-institutional, cross-regional, and interdisciplinary collaboration, promoting integrated development of education, science and technology, and human capital. This approach not only optimizes the national higher education landscape but also provides robust support for China’s modernization.
