Recently, China’s Ministry of Industry and Information Technology (MIIT), National Development and Reform Commission (NDRC), State Administration for Market Regulation (SAMR), and National Energy Administration (NEA) jointly issued a notice titled ‘On Regulating the Development Order of the Lithium Battery Industry,’ aiming to guide healthy and orderly industrial growth and curb blind expansion and low-end repetitive construction. The notice stresses that local governments should scientifically assess their regional resource and environmental carrying capacities and rationally plan lithium battery production capacity to avoid herd-like investment and overcapacity. Enterprises are required to enhance technological capabilities, strengthen quality and safety management, and promote coordinated development across the upstream and downstream supply chain. Additionally, the four departments will establish a dynamic monitoring mechanism to closely supervise enterprises with low capacity utilization or outdated technologies and encourage industry consolidation and restructuring to optimize resource allocation. This move is expected to shift China’s lithium battery industry from scale-driven expansion toward high-quality development, bolster its global competitiveness, and support the sustainable growth of strategic emerging sectors such as electric vehicles and energy storage.
