芬兰正式退出《渥太华禁雷公约》

As of 2024, Finland has not officially withdrawn from the Ottawa Treaty (also known as the Mine Ban Treaty). On the contrary, since signing the treaty in 1998 and ratifying it in 2000, Finland has remained a steadfast supporter and active participant in global anti-landmine efforts. The treaty comprehensively bans the use, stockpiling, production, and transfer of anti-personnel mines and obliges states to clear mined areas, destroy stockpiles, and assist victims.Recent rumors suggesting Finland might withdraw stem largely from its enhanced defense posture following Russia’s invasion of Ukraine and a broader reassessment of national security strategy. However, Finnish authorities have clearly reaffirmed their continued commitment to the Ottawa Treaty. The Ministry of Defence emphasized that Finland neither uses, produces, nor stockpiles anti-personnel landmines and remains fully compliant with its treaty obligations.Although Finland joined NATO in 2023, and some NATO members (notably the United States) are not party to the Ottawa Treaty, Finland maintains an independent and humanitarian stance on this issue. Therefore, claims about Finland withdrawing from the treaty are unfounded and likely result from misinformation or misinterpretation.
