In January 2024, China’s State Council Executive Meeting—the first of the new year—focused on integrating and improving the basic medical insurance system for urban and rural residents, directly impacting nearly 400 million people. The meeting called for accelerating the unification of medical insurance schemes, raising government subsidies, expanding coverage of reimbursable drugs and medical services, and strengthening primary healthcare capacity. These measures aim to narrow disparities in healthcare benefits between urban and rural areas and across regions, enhancing equity and accessibility. Currently, China’s basic medical insurance for urban and rural residents covers approximately 390 million people, making it one of the world’s largest public health insurance systems. The policy adjustments not only alleviate the financial burden of medical care for ordinary citizens but also advance the Healthy China initiative and lay a solid foundation for achieving common prosperity.
2024年1月，国务院常务会议（国常会）召开新年首次会议，聚焦城乡居民医保制度整合与完善，直接关系到近4亿城乡居民的医疗保障权益。会议提出，要加快推进城乡居民基本医疗保险制度统一，提高财政补助标准，扩大药品和诊疗项目报销范围，并强化基层医疗服务能力。此举旨在缩小城乡、区域间医保待遇差距，提升制度公平性和可及性。目前，我国城乡居民医保覆盖人口约3.9亿，是全球规模最大的基本医疗保障体系之一。此次政策调整不仅有助于减轻群众就医负担，还将推动健康中国战略深入实施，为实现共同富裕夯实民生基础。
