In June 2024, the Ministry of Finance of the People’s Republic of China successfully issued RMB 7 billion in sovereign bonds in the Hong Kong Special Administrative Region. The issuance included three tenors—2-year, 3-year, and 5-year—with total subscription exceeding RMB 22 billion, representing a bid-to-cover ratio of 3.14 times, reflecting strong demand from international investors and their high confidence in China’s sovereign credit.This marks the 16th consecutive year that the Ministry has issued RMB-denominated treasury bonds in Hong Kong, with cumulative issuance surpassing RMB 300 billion. These offshore RMB bonds serve as a cornerstone of the offshore RMB market, enriching the suite of RMB financial instruments and offering global investors high-quality RMB-denominated assets for portfolio diversification.The successful issuance further reinforces Hong Kong’s role as the world’s leading offshore RMB hub and advances the internationalization of the Chinese currency. Amid heightened global economic uncertainty, China’s sound fiscal policy and solid economic fundamentals have bolstered investor appetite for RMB assets. Going forward, the Ministry of Finance will continue to refine its offshore RMB bond issuance framework to support Hong Kong’s status as an international financial center and deepen two-way opening-up of China’s financial markets.
