Second, responsibilities for Party governance must be reinforced, with Party secretaries at all levels fulfilling their duties as primary责任人 (persons-in-charge) to ensure accountability cascades effectively throughout the organization. Third, the firm stance against corruption and misconduct must remain unwavering—persistent efforts should be made to rectify conduct, enforce discipline, and combat corruption, especially targeting issues that provoke strong public concern, while advancing an integrated approach that ensures officials dare not, cannot, and will not engage in corruption. Additionally, the system of internal Party regulations must be refined and enforced rigorously to govern power, affairs, and personnel through institutional mechanisms. Finally, education, management, and supervision of Party members and officials must be enhanced to cultivate political integrity characterized by loyalty, honesty, and a sense of responsibility. Only by advancing comprehensive and strict Party governance with higher standards and more effective measures can a solid political foundation be provided for realizing the great rejuvenation of the Chinese nation.
