四川印发低空智能重点产品培育方案

Recently, Sichuan Province issued the ‘Implementation Plan for Cultivating Key Low-Altitude Intelligent Products,’ aiming to accelerate high-quality development of the low-altitude economy and promote the clustering and upgrading of intelligent unmanned systems, low-altitude aircraft, and related industrial chains. The plan focuses on key areas such as drones, eVTOLs (electric vertical take-off and landing aircraft), low-altitude sensing and communication equipment, and intelligent air traffic management systems. It outlines a four-pronged approach—policy guidance, technological innovation, application scenarios, and ecosystem building—to foster a group of competitive low-altitude intelligent products and enterprises.Leveraging the aerospace and aviation industrial foundations in cities like Chengdu and Mianyang, Sichuan plans to establish a hub for R&D and manufacturing of low-altitude intelligent equipment. Demonstration projects will be launched in typical use cases including logistics delivery, emergency rescue, agricultural and forestry protection, and urban air mobility. The province also encourages collaboration among universities, research institutes, and enterprises to overcome critical technological bottlenecks in flight control systems, high-precision navigation, and low-altitude communications. By 2027, Sichuan aims to build a complete low-altitude intelligent industry chain covering aircraft manufacturing, core components, and operational services, with an industrial scale exceeding RMB 100 billion.This initiative not only positions Sichuan at the forefront of China’s emerging low-altitude economy but also offers replicable and scalable experiences for nationwide low-altitude airspace reform and intelligent aviation development.

近日,四川省印发《低空智能重点产品培育方案》,旨在加快低空经济高质量发展,推动智能无人系统、低空飞行器及相关产业链的集聚与升级。该方案聚焦无人机、eVTOL(电动垂直起降飞行器)、低空感知与通信设备、智能空管系统等关键领域,提出通过政策引导、技术创新、场景应用和生态构建四大路径,培育一批具有核心竞争力的低空智能产品和企业。根据方案,四川将依托成都、绵阳等地的航空航天产业基础,打造低空智能装备研发制造高地,并在物流配送、应急救援、农林植保、城市空中交通等典型场景开展示范应用。同时,鼓励高校、科研院所与企业协同攻关,突破飞控系统、高精度导航、低空通信等“卡脖子”技术。到2027年,力争形成覆盖整机制造、核心零部件、运营服务的完整低空智能产业链,实现产业规模超千亿元。此举不仅有助于四川抢占低空经济发展新赛道,也将为全国低空空域管理改革和智能航空产业发展提供可复制、可推广的经验。
