Recently, China’s Ministry of Commerce announced anti-dumping and countervailing duties on solar-grade polysilicon imported from the United States and South Korea. This move aims to address the substantial harm caused to China’s domestic industry by the large-scale exports of polysilicon from U.S. and South Korean companies at prices below fair market value. Based on its investigation, the Ministry concluded that certain enterprises in these countries engaged in dumping and received subsidies, and therefore imposed anti-dumping and countervailing duties—ranging up to over 50% depending on the company—effective immediately.Polysilicon is a key raw material for manufacturing solar panels, and its price directly affects the cost structure of the entire photovoltaic (PV) supply chain. In recent years, China’s PV industry has grown rapidly, making it the world’s largest producer and exporter of solar products. However, the influx of low-priced imported polysilicon has undermined domestic producers’ market share and threatened the sector’s healthy development. The new tariffs are seen as a necessary protective measure to safeguard China’s PV industry and uphold fair trade practices, thereby supporting high-quality industrial growth.It should be noted that these measures target only those imports found to involve dumping or subsidies, in compliance with WTO rules. The Ministry of Commerce stated it will continue to conduct trade remedy investigations in accordance with laws and regulations to protect the legitimate rights and interests of domestic industries.
