Hainan Free Trade Port is set to implement island-wide customs closure operations, a significant step in China’s deepening reform and opening-up and advancing high-level openness. ‘Customs closure’ refers to establishing a special customs supervision zone across Hainan Island under the principle of ‘liberalized first-line, controlled second-line, and free flow within the island.’ The ‘first line’ denotes the boundary between Hainian and overseas territories, where goods, items, and transport vehicles will enjoy streamlined procedures for efficient and convenient cross-border movement. The ‘second line’ refers to the boundary between Hainan and mainland China, where necessary regulatory measures will be enforced to prevent smuggling and tax evasion. Meanwhile, ‘free flow within the island’ allows unrestricted movement of goods, capital, personnel, and other factors inside Hainan, fostering a highly open business environment.After full customs closure, Hainan will implement special policies including zero tariffs, low tax rates, and a simplified tax system to attract global investment and high-end talent. Businesses will benefit from relaxed market access, facilitated cross-border capital flows, and orderly data mobility. This move not only enhances Hainan’s international competitiveness as a free trade port but also supports China’s dual-circulation development strategy. Full island-wide customs closure is expected to be officially implemented by the end of 2025, following the completion of necessary infrastructure and institutional preparations.
海南自由贸易港即将迎来全岛封关运作，这是中国深化改革开放、推动高水平对外开放的重要举措。所谓‘封关运作’，是指在海南全岛建立‘一线放开、二线管住、岛内自由’的海关监管特殊区域。‘一线’指海南与境外之间的边界，货物、物品和运输工具进出将大幅简化手续，实现高效便捷流通；‘二线’指海南与内地之间的边界，将实施必要的监管，防止走私和税收流失；而‘岛内自由’则意味着在海南岛内，货物、资金、人员等要素可自由流动，营造高度开放的营商环境。全岛封关后，海南将实施零关税、低税率、简税制等特殊政策，吸引全球投资与高端人才。企业可享受更宽松的市场准入、跨境资金流动便利以及数据安全有序流动等制度红利。此举不仅有助于打造具有国际竞争力的自贸港，也将为中国构建双循环新发展格局提供重要支撑。预计2025年底前，海南将完成封关各项软硬件准备，正式进入全岛封关运作阶段。
