Recently, the State-owned Assets Supervision and Administration Commission (SASAC) of China’s State Council disclosed the annual compensation details of executives from over 80 central state-owned enterprises (SOEs). This move is part of a routine practice initiated after the 2015 reform of executive pay in central SOEs. The disclosed information includes base salary, performance-based annual pay, term-based incentive income, along with tenure dates and positions held. The initiative aims to enhance transparency in SOE executive compensation, invite public oversight, and promote a fairer and more rational income distribution system. According to the data released, most central SOE executives earn between RMB 500,000 and RMB 900,000 annually, with executives at certain financial SOEs receiving slightly higher pay due to strong performance—though all remain under strict regulatory caps. SASAC emphasized that executive compensation is closely tied to enterprise performance and the preservation and appreciation of state assets, adhering to the principle: ‘Pay rises with performance, and falls when performance declines.’ This disclosure not only addresses public concerns about SOE executive pay but also underscores the government’s commitment to deepening SOE reforms and improving corporate governance.
