媒体:警惕意见征集中的官僚主义

As public participation becomes increasingly emphasized in modern governance, opinion solicitation initiatives have emerged as a key channel for communication between governments and citizens. However, some local authorities and departments exhibit bureaucratic tendencies in these processes—such as tokenism or perfunctory implementation—that undermine genuine engagement. For instance, public notices may be published through limited channels with insufficient notice periods, making meaningful participation difficult. In other cases, collected feedback is ignored or met with generic, non-substantive responses, or worse, no follow-up at all. Some agencies treat opinion-gathering merely as a procedural box-ticking exercise, lacking both sincerity and mechanisms to incorporate public input. Such ‘pseudo-participation’ erodes public trust in policymaking and contradicts the principles of co-governance and shared responsibility. The media must play a watchdog role by exposing these practices and advocating for a shift from procedural compliance to substantive effectiveness. Governments, meanwhile, should establish transparent, accessible, and traceable feedback systems to ensure citizen voices are genuinely heard, respected, and acted upon. Only then can a constructive dialogue between officials and the public be fostered, enhancing both the legitimacy and quality of public decision-making.

在当前社会治理日益强调公众参与的背景下,各类意见征集活动成为政府与民众沟通的重要渠道。然而,部分地方和部门在开展意见征集中存在形式主义、走过场等问题,暴露出官僚主义的新表现。例如,有的征求意见公告发布渠道单一、时间仓促,公众难以有效参与;有的对收集到的意见敷衍回应,甚至“只征集、不反馈、不采纳”;还有的将意见征集作为程序性任务完成,缺乏真正吸纳民意的诚意和机制。这种“伪参与”不仅削弱了公众对政策制定的信任,也背离了共建共治共享的治理初衷。媒体应发挥监督作用,及时曝光此类问题,推动意见征集从“形式合规”转向“实质有效”。同时,政府需建立透明、开放、可追溯的反馈机制,确保民众声音真正被听见、被尊重、被落实。唯有如此,才能构建起良性互动的政民关系,提升公共决策的科学性与公信力。
