Recently, in response to Japanese Minister of Economy, Trade and Industry Sanae Takaichi’s request for China to rescind its export controls on key metals such as gallium and germanium, China’s Ministry of Foreign Affairs issued a statement. A spokesperson emphasized that China’s export restrictions are legitimate measures taken to safeguard national security and interests, aligning with international norms. Gallium and germanium are critical raw materials used in semiconductors, radar systems, 5G equipment, and other high-tech products, whose strategic importance is growing. As the world’s leading producer of these materials, China has legally implemented export controls to prevent their use in ways that could threaten China’s security or interests. The Chinese government clarified that these controls do not amount to an export ban but rather involve a licensing system to ensure lawful and compliant usage. China also urged Japan to view the measures objectively and avoid politicizing trade issues. This development reflects the increasing global focus on controlling critical resources and technologies amid ongoing shifts in supply chains. China remains committed to upholding principles of fairness, reasonableness, and non-discrimination while working with all parties to maintain stability in global industrial chains.
