Starting today, China is rolling out nationwide a series of trade facilitation measures for cross-border commerce, aiming to further optimize the business environment, enhance customs clearance efficiency, and reduce operational costs for enterprises. Building on successful pilot programs, these measures include streamlining customs declaration procedures, implementing ‘advance declaration’ and ‘two-step declaration’ models, expanding the functions of the ‘Single Window’ platform, promoting paperless customs clearance, and strengthening data sharing and coordinated supervision among customs, tax, foreign exchange, and market regulation authorities.These initiatives are expected to significantly shorten cargo clearance times and improve logistics efficiency—particularly benefiting small and medium-sized foreign trade enterprises. For instance, the ‘advance declaration’ allows businesses to complete customs formalities before goods arrive at port, enabling immediate pickup upon arrival. The ‘two-step declaration’ lets companies quickly release goods based on preliminary information and submit full documentation later, easing cash flow and warehousing pressures. Moreover, the unified national ‘Single Window’ platform integrates all required import/export procedures, allowing businesses to submit information once for multi-agency processing, greatly enhancing convenience.The Ministry of Commerce and the General Administration of Customs stated that this move is a key step in implementing China’s high-standard opening-up strategy, strengthening the country’s global trade competitiveness, stabilizing international supply chains, and supporting the formation of a new development paradigm.
