深圳有望推行12年义务教育不实

Recently, online rumors claiming that ‘Shenzhen will implement a 12-year compulsory education system’ have sparked widespread attention. In response, the Shenzhen Municipal Education Bureau clarified that this claim is false. China currently enforces a nine-year compulsory education policy, covering six years of primary school and three years of junior high school. Senior high school education—including both general academic and vocational tracks—remains outside the scope of compulsory education. Although Shenzhen, as a special economic zone, has been at the forefront of educational reform and continues to expand senior high school enrollment and promote upper-secondary education accessibility, there is no official policy indicating plans to include the final three years of schooling into compulsory education. The idea of ’12-year compulsory education’ remains limited to exploratory discussions or individual proposals in certain regions and has not been adopted as formal national or local policy. Authorities urge the public to rely only on official announcements and avoid spreading unverified online rumors. Going forward, Shenzhen will keep improving educational resource allocation and enhancing the quality and accessibility of senior high school education. However, any extension of compulsory education would require comprehensive consideration of fiscal capacity, demographic trends, equity concerns, and must ultimately be decided at the national level.
