Here, the term ‘red sea’ does not imply market saturation but rather highlights the city’s intense focus, high investment, and surging activity in this field. Rizhao boasts a 168-kilometer coastline, offering ideal conditions for sea-based rocket launches—minimizing safety risks to populated areas and allowing spent stages to fall safely into the ocean, thus reducing recovery costs. In 2023, the city attracted multiple commercial space projects, spanning satellite manufacturing, rocket integration and testing, and telemetry services, forming an initial industrial ecosystem. Local authorities have rolled out targeted incentives, established a dedicated aerospace industry fund, and partnered with universities and research institutes to cultivate talent and technological capabilities. Plans are also underway to build a commercial spaceport, positioning Rizhao as China’s first regular maritime launch base. As national policies increasingly support commercial space development, Rizhao is transforming from a traditional port city into a dynamic ‘aerospace new city,’ becoming a key destination for investment and innovation in the commercial space industry.
