As a major state-owned energy enterprise, CNPC’s initiative not only strengthens China’s influence in global energy markets but also demonstrates its commitment to the national “dual carbon” goals (carbon peak and carbon neutrality). Furthermore, the establishment of this company is expected to stimulate the local energy industry chain in Hainan and attract more international energy firms to the Free Trade Port, helping position Hainan as a regional hub for international energy trading between the Pacific and Indian Oceans.
