The transport sector is prioritizing the maintenance of highways, railways, and aviation routes; energy and telecom providers have pre-positioned repair teams to ensure infrastructure resilience; and agricultural authorities are advising farmers on frost protection to mitigate crop losses. Local governments are also required to maintain 24/7 duty systems, promptly issue alerts, and guide the public in making safe travel decisions—thereby strengthening overall disaster preparedness. This coordinated, multi-agency effort reflects China’s growing capacity for systematic and precise governance in responding to extreme weather events.
