In recent years, several central Chinese provinces have actively sought to overcome the so-called ‘central depression’—a historical lag in development—and refuse to be marginalized in the nation’s evolving economic landscape. Provinces like Hubei, Henan, and Anhui are proactively ‘looking outward’ to find new growth drivers and regional collaboration opportunities. Leveraging their strategic transport hubs, demographic advantages, and industrial foundations, these provinces are accelerating integration into China’s ‘dual circulation’ development strategy. On one hand, they are strengthening ties with national strategic regions such as the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Beijing-Tianjin-Hebei cluster to attract industrial relocation. On the other, they are encouraging local enterprises to ‘go global,’ expanding into international markets and boosting open-economy capabilities. For instance, Henan has positioned Zhengzhou as an inland hub of openness through the China-Europe Railway Express, while Hubei deepens international cooperation via the Yangtze River Economic Belt and the Belt and Road Initiative. Additionally, these provinces are investing heavily in technological innovation, green transformation, and the digital economy, aiming to shift from followers to leaders. This proactive stance is not only redefining the strategic role of central China but also injecting fresh momentum into the country’s balanced regional development.
