Recently, as the United States has adopted a series of unilateral measures in trade, technology, and foreign policy toward Europe, the European Union and its key member states are demonstrating a stronger sense of strategic autonomy and considering countermeasures. For instance, the U.S. Inflation Reduction Act (IRA), which offers massive subsidies to lure European companies to invest in America, has been labeled by the EU as ‘trade protectionism,’ sparking significant discontent. French President Emmanuel Macron has openly called for Europe to reduce its dependence on the U.S., while industrial powerhouses like Germany express concerns over the outflow of critical technologies and industrial hollowing. In response, the EU is accelerating initiatives such as the Green Deal Industrial Plan and the Chips Act to bolster domestic supply chain resilience. The European Commission has also launched an investigation into U.S. subsidy practices and is considering deploying trade defense instruments in retaliation. Moreover, transatlantic rifts are widening on issues like digital taxation, data privacy, and China policy. Although both sides continue to emphasize the importance of the transatlantic alliance, Europe is increasingly seeking greater independence in security, economic, and technological domains to counter Washington’s increasingly inward-looking policies. This emerging EU-U.S. friction could reshape the global economic and geopolitical landscape.
