German Chancellor Friedrich Merz recently emphasized that NATO partner countries must jointly ensure security in the Arctic region. As global warming accelerates the melting of Arctic ice, the area is becoming increasingly strategic and economically valuable. The opening of new shipping routes, resource exploitation, and intensifying geopolitical competition have turned the Arctic into a new frontier for great-power rivalry. Merz noted that Russia has significantly bolstered its military presence in the region in recent years—rehabilitating Soviet-era bases, deploying advanced weapon systems, and conducting frequent military exercises. Meanwhile, China, positioning itself as a ‘near-Arctic state,’ has actively engaged in Arctic affairs, raising concerns among Western nations about its strategic intentions. As a key NATO member, Germany believes that maintaining Arctic stability is not only vital for regional security but also directly impacts the overall defense posture of the transatlantic alliance. Merz called on NATO to develop a unified Arctic security strategy and enhance cooperation among members in intelligence sharing, joint exercises, and crisis response to prevent militarization and confrontation. He also stressed that all security measures should respect international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS), and promote the peaceful use of Arctic resources through dialogue and collaboration.
