The report states that in 2025, over 12,000 major energy users across high-consumption sectors—including power generation, steel, chemicals, and building materials—underwent energy metrology reviews. Overall, the coverage and calibration compliance rates of energy metering instruments have continued to improve, with most enterprises having established relatively robust energy metrology management systems that effectively support national energy-saving and carbon-reduction goals. However, some small and medium-sized enterprises still face challenges such as outdated metering equipment, inconsistent data collection practices, and inadequate management protocols. The report emphasizes that future efforts will focus on strengthening oversight in weaker areas, integrating energy metrology data with carbon accounting frameworks, and advancing digital and intelligent metrology capabilities to provide solid technical support for achieving China’s dual carbon goals.
