Recently, China’s State Administration for Market Regulation released the ‘2025 Energy Metrology Review Report,’ providing a comprehensive overview of the implementation status and identified issues regarding energy metrology management among key energy-consuming entities nationwide. The report states that in 2025, over 12,000 major energy users across high-consumption sectors—including power generation, steel, chemicals, and building materials—underwent energy metrology reviews. Overall, the coverage and calibration compliance rates of energy metering instruments have continued to improve, with most enterprises having established relatively robust energy metrology management systems that effectively support national energy-saving and carbon-reduction goals. However, some small and medium-sized enterprises still face challenges such as outdated metering equipment, inconsistent data collection practices, and inadequate management protocols. The report emphasizes that future efforts will focus on strengthening oversight in weaker areas, integrating energy metrology data with carbon accounting frameworks, and advancing digital and intelligent metrology capabilities to provide solid technical support for achieving China’s dual carbon goals.
近日，国家市场监督管理总局发布了《2025年能源计量审查情况通报》，全面总结了全国重点用能单位在能源计量管理方面的实施成效与存在问题。通报指出，2025年全国共对超过1.2万家重点用能单位开展了能源计量审查，覆盖电力、钢铁、化工、建材等高耗能行业。总体来看，企业能源计量器具配备率和检定合格率持续提升，多数单位已建立较为完善的能源计量管理体系，并有效支撑了节能降碳目标的实现。然而，部分中小企业仍存在计量器具老化、数据采集不规范、管理制度不健全等问题。通报强调，下一步将强化对薄弱环节的监管，推动能源计量数据与碳排放核算体系衔接，提升数字化、智能化计量水平，为实现‘双碳’目标提供坚实技术支撑。
