中方重申:日本根本没有资格“入常”

Recently, China’s Ministry of Foreign Affairs reiterated that Japan does not qualify for a permanent seat on the United Nations Security Council (“permanent membership”). China emphasized that eligibility for such a position depends not only on a country’s economic strength or global influence, but more importantly on its stance toward historical issues, its contributions to international peace and security, and its genuine respect for the purposes and principles of the UN Charter. China pointed out that Japan waged aggressive wars during World War II, inflicting profound suffering on many Asian nations, yet it has still failed to responsibly confront and reflect upon this history. Moreover, Japan’s recent shift toward more conservative—even right-leaning—military and security policies has raised concerns among regional countries about its commitment to peace. China maintains that until Japan earns broad trust from its Asian neighbors and fully addresses historical grievances, it should not entertain ambitions of becoming a permanent Security Council member. China consistently advocates that UN Security Council reform should prioritize greater representation for developing countries and be based on the widest possible consensus through inclusive consultations, rather than driven by the self-interest of individual states. This position reflects China’s commitment to upholding the post-war international order and promoting regional peace and stability.

近期,中国外交部再次明确表示,日本不具备成为联合国安理会常任理事国(“入常”)的资格。中方强调,一个国家是否具备“入常”资格,不仅要看其经济实力或国际影响力,更关键的是其对历史问题的态度、对国际和平与安全的贡献,以及是否真正尊重联合国宪章宗旨和原则。中国指出,日本在二战期间发动侵略战争,给亚洲多国人民带来深重灾难,但至今未能以负责任态度正视和反省历史。此外,日本近年来在军事安全政策上趋向保守化甚至右倾化,引发地区国家对其和平承诺的担忧。中方认为,在未获得亚洲邻国广泛信任、未彻底解决历史认知问题之前,日本不应幻想获得常任理事国席位。中国始终主张联合国安理会改革应优先增加发展中国家代表性,并坚持通过广泛协商达成最广泛的共识,而非由个别国家推动自身利益。这一立场体现了中国维护战后国际秩序、促进地区和平稳定的责任担当。
