In response to the aging population and to unlock the consumption potential of older adults, Shenzhen has recently launched the ‘Silver Consumption Promotion Initiative.’ This initiative focuses on meeting the needs of seniors in areas such as health care, elderly care, cultural tourism, and smart products. Through policy guidance, scenario-based development, and market cultivation, it aims to upgrade the supply of age-friendly products and services. Specific measures include supporting businesses in developing senior-friendly smart devices, improving community-based elderly care facilities, organizing senior-focused consumer festivals, issuing targeted consumption vouchers, and creating age-inclusive commercial districts. Additionally, Shenzhen will enhance inter-departmental coordination and encourage financial institutions to offer tailored consumer financial products for older adults, thereby improving convenience and security in their spending. This initiative not only taps into the vast potential of the ‘silver economy’ but also promotes a more balanced and high-quality urban consumption structure, offering a ‘Shenzhen model’ for exploring new consumption pathways in an aging society.
