To firmly curb the ‘non-agricultural use’ of arable land and prevent its conversion away from grain production, China’s Ministry of Agriculture and Rural Affairs has been intensifying its special rectification campaign against illegal rural construction on farmland. The campaign primarily targets unauthorized construction on arable land that occurred after July 2020, adopting a ‘zero-tolerance’ approach with an emphasis on ‘early detection, early intervention, and strict punishment.’ Key violations include building houses on permanent basic farmland without approval, illegally occupying excessive or forcibly seized farmland, and constructing unauthorized structures on contracted agricultural plots. In collaboration with the Ministry of Natural Resources and other agencies, the Ministry employs satellite remote sensing, on-site inspections, and public reporting to establish a dynamic monitoring system for timely identification and handling of violations. Meanwhile, the policy calls for differentiated treatment of historical cases to avoid a one-size-fits-all approach, ensuring farmers’ legitimate housing needs are met. This initiative not only reinforces the red line of farmland protection but also provides critical support for national food security and the implementation of the rural revitalization strategy.
