This action aims to uphold the legal status of RMB, protect consumers’ rights, and promote a diversified payment ecosystem.According to the PBOC, the two penalized entities explicitly refused cash payments during their operations and forced customers to use digital payment methods only. Such conduct violates the ‘Regulations of the People’s Republic of China on the Administration of the Renminbi,’ which stipulates that no individual or organization may refuse to accept RMB as legal tender. Despite the widespread adoption of mobile payments, cash remains a vital payment method—especially for vulnerable groups such as the elderly and people with disabilities—who rely on it for daily necessities.The central bank emphasized that while non-cash payments are encouraged, the public’s right to choose their preferred payment method must be respected. Businesses should offer multiple payment options, including cash, and must not discriminate against or exclude cash transactions for any reason. These penalties serve not only as enforcement against violations but also as a clear policy signal that cash and digital payments should coexist harmoniously.Going forward, regulators will continue strengthening oversight to curb cash refusal practices, improve the cash circulation environment, and ensure financial inclusion and social equity.
