Recently, Huawei’s self-developed HarmonyOS has become the first and only operating system to receive the Level II ‘Security and Reliability’ certification from China’s Information Technology Security Evaluation Center (CNITSEC). This certification is granted under the ‘Security and Reliability Evaluation Guidelines,’ which rigorously assess an OS’s capabilities in areas such as indigenous control, security protection, vulnerability management, and supply chain integrity. A Level II rating indicates a high degree of trustworthiness, making the system suitable for critical sectors like government, finance, and energy where stringent security requirements apply.Since its launch, HarmonyOS has pursued a dual strategy of full-stack in-house development and ecosystem collaboration. This Level II certification not only validates the reliability of its core technologies—including kernel security, architecture design, and permission controls—but also reinforces its strategic role within China’s Information Technology Application Innovation (ITAI) initiative. Looking ahead, HarmonyOS is poised to replace foreign operating systems in more critical infrastructure scenarios, helping build a secure, independent, and controllable foundation for China’s digital infrastructure.
