Comrade Lu Keping, former Chairman of the Standing Committee of the 8th and 9th Gansu Provincial People’s Congresses, passed away on October 26, 2023, at the age of 89, after failing to recover from illness. Comrade Lu was an outstanding local leader who spent most of his career in Gansu Province. He held several key positions, including Member of the Standing Committee of the CPC Gansu Provincial Committee and Head of the Organization Department. From 1993 to 2003, he served consecutively as Chairman of the Standing Committee of the 8th and 9th Gansu Provincial People’s Congresses. During his tenure, he consistently upheld the organic unity of Party leadership, people’s democratic rule, and governance by law, actively advancing local legislation, oversight, and representative functions. His contributions significantly promoted democratic governance and socio-economic development in Gansu. Known for his integrity, diligence, and dedication to the Party and the people, Comrade Lu earned widespread respect. His passing is a great loss to both Gansu Province and China’s national people’s congress system, and his legacy will be deeply remembered.
