By forming coalitions with like-minded nations—what some call ‘coalitional multilateralism’—Canada may advance elements of this new order in targeted areas. Thus, while Trudeau’s vision may not be fully realized globally, it remains pragmatically feasible in select domains, provided there is practical cooperation and institutional innovation.
