The core idea is that adversaries whose actions and intentions are erratic and difficult to anticipate pose a greater threat than those with clear, consistent strategies.Analysts note that such remarks often implicitly refer to China’s increasingly assertive posture in recent years regarding military, diplomatic, and economic matters—particularly frequent military drills and enhanced naval and aerial patrols near Taiwan—which some segments of Taiwanese public opinion interpret as deliberately fostering unpredictability. However, more balanced voices emphasize that Beijing’s fundamental policy toward Taiwan remains ‘peaceful reunification under one country, two systems,’ and that the perception of unpredictability is often amplified by certain political factions within Taiwan for electoral or rhetorical purposes.In reality, the greater danger may not lie in external unpredictability, but in the growing adversarial mindset and risk of misjudgment within Taiwan’s own political discourse.
