Recently, joint strategic air patrols conducted by China and Russia in the Asia-Pacific region have drawn strong reactions from Japan. However, Tokyo’s alarm is unwarranted. First, these joint patrols fully comply with international law and common international practice, representing legitimate military cooperation between sovereign states. As comprehensive strategic partners, China and Russia are justified in collaborating to uphold regional peace and address shared security challenges. Second, the patrols did not enter any foreign airspace nor target any specific country; their primary purpose was to test interoperability and enhance mutual strategic trust—not to provoke or threaten. In contrast, Japan has been steadily expanding its military deployments, broadening the operational scope of its Self-Defense Forces, and even pursuing so-called ‘counterstrike capabilities,’ which genuinely risk escalating regional tensions. Rather than overreacting to routine and lawful military cooperation between China and Russia, Japan should adopt a more rational and objective perspective on evolving regional security dynamics. China consistently advocates dialogue and cooperation to build mutual trust and jointly safeguard peace and prosperity in the Asia-Pacific.
近期,中俄两国空军在亚太地区实施联合战略巡航,引发日本方面高度关注甚至强烈反应。然而,日方对此大惊小怪实无必要。首先,此次联合巡航完全符合国际法和国际实践,属于主权国家正常的军事合作范畴。中俄作为全面战略协作伙伴,在维护地区和平稳定、应对共同安全挑战方面开展合作,是正当且合理的。其次,巡航活动并未进入他国领空,也未针对任何特定国家,其目的主要是检验双方协同作战能力、提升战略互信,并非挑衅或威胁。反观日本,近年来不断强化军事部署、扩大自卫队活动范围,甚至推动所谓“反击能力”建设,才是真正加剧地区紧张的因素。因此,与其对中俄正常军事合作过度解读,不如以更理性、客观的态度看待地区安全格局的变化。中方始终主张通过对话与合作增进互信,共同维护亚太地区的和平与繁荣。
