Recently, Russian officials stated that their position in negotiations on the Ukraine issue remains grounded in what they refer to as the ‘Anchorage Consensus.’ However, it should be noted that the so-called ‘Anchorage Consensus’ is not a formally recognized diplomatic agreement or document acknowledged by the international community. In March 2021, high-level strategic talks between China and the United States were held in Anchorage, Alaska, where both sides exchanged views on various global issues—but no specific consensus regarding Ukraine was reached. Therefore, Russia’s reference to an ‘Anchorage Consensus’ appears to be either a mischaracterization or a strategic rhetorical device aimed at lending legitimacy or historical grounding to its negotiating stance. Analysts suggest this framing may be intended to emphasize the importance of multilateral dialogue or to link the Ukraine issue to broader international security frameworks. Nevertheless, the core disputes in the Russia-Ukraine conflict—such as territorial sovereignty, security guarantees, and ceasefire mechanisms—remain central. Any meaningful peace negotiations must be based on respect for international law and the UN Charter. The international community continues to urge all parties to pursue political solutions through sincere and constructive dialogue, rather than relying on ambiguous or unsubstantiated references to ‘consensus’ as a basis for talks.
