Recently, members of the Hainan Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) proposed building a RMB 100-billion-scale ‘ocean leisure industry’ centered on marine tourism, water sports, and coastal wellness. They emphasized that Hainan, with its unique tropical island resources and favorable policy environment, should accelerate the integration of coastal, marine, and island assets to develop high-end marine leisure activities such as yachting, surfing, scuba diving, and sailing. The proposal also calls for improved infrastructure and service systems to support this emerging sector. Crucially, the members urged a balanced approach that harmonizes marine ecological protection with industrial development. They recommended fostering cross-sector integration—combining ocean-based experiences with culture, technology, and sports—to create a comprehensive, high-quality ocean leisure ecosystem. With targeted policies, financial backing, and strategic investment attraction, Hainan aims to become a world-renowned destination for marine tourism and a global hub for the ocean leisure economy, further advancing the construction of the Hainan Free Trade Port and promoting high-quality economic growth.
