Analysts note that the EU is fundamentally an alliance of sovereign states, and divergent national interests are normal; the key lies in whether consensus can be reached through negotiation. The current tensions reflect a process of recalibrating national interests under geopolitical pressure, rather than a fundamental breakdown of the union.
