Since December 1, 2020, Hainan Province has fully implemented the ‘Regulations on Prohibiting Single-Use Non-degradable Plastic Products in the Hainan Special Economic Zone,’ becoming China’s first province to enforce a comprehensive ban on such items. Over the past three years, the policy has yielded significant results. Statistics show a sharp decline in the use of single-use non-degradable plastics across the province, while alternatives—such as biodegradable plastic bags, paper products, and cloth bags—have gained steady market traction. Through enhanced enforcement, support for alternative product industries, and extensive public awareness campaigns, the government has effectively curbed traditional plastic pollution. Hainan has also established a comprehensive governance system covering the entire lifecycle of plastic products—from production and sales to usage and recycling—offering a replicable model for national ecological conservation efforts. Today, eco-friendly alternatives are mainstream in supermarkets, wet markets, and restaurants throughout Hainan, reflecting a deeply rooted culture of green consumption. Hainan’s plastic ban not only improves the local environment but also advances the province’s green and low-carbon transition, showcasing China’s commitment and action in tackling plastic pollution.
