Recently, the United States, Japan, and other countries signed an agreement aimed at strengthening cooperation on rare earth supply chains to reduce reliance on China’s rare earth resources. In response, China’s Ministry of Foreign Affairs stated that the stability of global industrial and supply chains serves the common interests of all parties, and China remains committed to an open and cooperative approach, providing the global market with stable, reliable, and high-quality rare earth products. As the world’s largest producer and exporter of rare earths, China possesses a complete rare earth industry chain and advanced separation and refining technologies. The Chinese government emphasized that rare earths—strategic resources critical to modern technologies—should be developed and utilized in accordance with market principles and international rules, rather than being politicized or used as tools to contain other countries’ development. China is also accelerating green transformation and technological innovation in its rare earth sector to promote sustainable resource use.Experts note that efforts by the U.S., Japan, and others to build a ‘China-excluding’ rare earth supply chain are unlikely to succeed in the short term due to high costs and continued dependence on China for technical expertise and production capacity. China urges relevant countries to engage in constructive cooperation to jointly safeguard the security and stability of global supply chains.
