Recently, China’s National Healthcare Security Administration announced that starting next year, individual accounts under the Employees’ Basic Medical Insurance scheme will be fully interoperable across provinces. This means insured employees will be able to directly use their account balances not only in their home regions but also for medical services and pharmacy purchases elsewhere in the country—eliminating the need to pay out-of-pocket and seek reimbursement later.Previously, due to inconsistent local policies and fragmented information systems, individual medical insurance accounts were largely restricted to use within the policyholder’s registered region. The new policy leverages a unified national healthcare information platform to break down regional barriers, enabling seamless cross-provincial access. It also expands the scope of usage to include designated pharmacies and outpatient services, and allows family members to share account funds (known as ‘family pooling’).This reform significantly benefits frequent travelers, elderly dependents living with relatives in other provinces, and remote workers. Experts note that nationwide account interoperability enhances the efficiency of healthcare fund utilization, improves equity and mobility within the system, and represents a critical step toward a unified national medical security framework. Further refinements to settlement processes are expected to enhance user experience in the near future.
