In recent years, Shanghai has actively promoted the research, development, and industrialization of Embodied Intelligence—a paradigm where intelligent agents learn and make decisions through interaction with physical environments—accelerating its adoption in manufacturing, healthcare, logistics, and service robotics. Recognized as a critical step for AI to evolve from ‘perception’ to ‘action,’ Embodied Intelligence gained strategic support in 2024 when Shanghai released its ‘Action Plan for Embodied Intelligence Industry Development.’ The plan outlines a comprehensive ecosystem spanning chips, algorithms, hardware integration, and real-world applications, backed by dedicated funding for core technology breakthroughs and pilot projects. Leveraging innovation hubs like Zhangjiang Science City and Lingang Special Area, Shanghai is cultivating a cluster of Embodied Intelligence enterprises and attracting leading global companies and research institutions. Local firms have already deployed service robots with autonomous navigation and human-robot collaboration capabilities in hospitals and warehouses at scale. Moving forward, Shanghai aims to facilitate broader industry adoption through policy guidance, standardization, and open testing platforms, driving urban intelligence and fostering new-quality productive forces.
