Hainan Free Trade Port is now fully prepared for island-wide customs closure operations, marking a crucial step in China’s pursuit of high-standard opening-up. ‘Customs closure operations’ refer to establishing the entire island as a special customs-supervised zone, implementing a management model of ‘liberalized first-line, controlled second-line, and free movement within the island.’ The ‘first line’ denotes the boundary between Hainan and overseas territories, where highly liberalized trade policies apply; the ‘second line’ refers to the boundary between Hainan and mainland China, where effective regulation ensures national economic security. To date, Hainan has completed eight international ports of entry and ten ‘second-line’ checkpoints, supported by advanced digital supervision systems, risk control mechanisms, and a robust legal framework. Once fully operational, Hainan will function as a unique ‘domestic yet extraterritorial’ economic zone, offering businesses preferential policies such as zero tariffs, low tax rates, and simplified taxation. This initiative aims to attract global investment and high-end resources, foster an international tourism and consumption hub, develop a modern industrial system, and serve as a pilot for institutional opening-up nationwide.
