Once fully operational, Hainan will function as a unique ‘domestic yet extraterritorial’ economic zone, offering businesses preferential policies such as zero tariffs, low tax rates, and simplified taxation. This initiative aims to attract global investment and high-end resources, foster an international tourism and consumption hub, develop a modern industrial system, and serve as a pilot for institutional opening-up nationwide.
