In recent years, many regions in China have introduced policies under the slogan ‘Having a baby basically costs nothing,’ offering full or substantial subsidies for prenatal checkups, delivery, and hospitalization to reduce the financial burden of childbirth and boost fertility intentions. However, whether this measure can genuinely increase people’s willingness to have children requires deeper analysis.From an economic perspective, reducing direct medical expenses does alleviate financial pressure for some families, especially those with low to middle incomes. Yet, the decision to have children is influenced not only by financial factors but also by the time cost of child-rearing, career development, access to education, housing affordability, and the broader social support system. Many prospective parents are more concerned about the long-term costs of raising a child than the one-time expense of delivery.Moreover, societal values are shifting—more individuals now prioritize personal fulfillment and quality of life over traditional expectations like continuing the family line. Therefore, merely eliminating childbirth costs is unlikely to reverse the overall trend of low fertility rates.To genuinely enhance fertility intentions, a comprehensive support system is needed: affordable childcare, flexible work arrangements, gender equality policies, and equitable access to quality education. Only when families feel supported throughout the entire journey—from pregnancy to upbringing—will they regain confidence in having children. In short, ‘free childbirth’ is a promising start, but far from a complete solution.
近年来，中国多地推出‘生娃基本不花钱’的生育支持政策，涵盖产检、分娩、住院等费用的全额或高额补贴，旨在降低家庭生育成本，提升生育意愿。然而，这一举措能否真正激发生育意愿，仍需深入分析。从经济角度看，减轻直接医疗支出确实能缓解部分家庭的经济压力，尤其对中低收入群体具有积极意义。但生育决策不仅受经济因素影响，还涉及育儿时间成本、职业发展、教育资源、住房压力以及社会支持体系等多重因素。许多育龄人群担忧的是孩子出生后的长期养育负担，而非一次性分娩费用。此外，现代社会的个体价值观也在转变，越来越多人更注重自我实现与生活质量，而非传统意义上的‘传宗接代’。因此，仅靠‘生娃不花钱’难以扭转整体低生育率趋势。要真正提升生育意愿，需构建系统性支持体系：包括普惠托育服务、弹性工作制度、性别平等政策、优质教育资源供给等。只有当家庭在生育、养育、教育各环节都感受到切实支持，才可能重拾生育信心。简言之，‘生娃不花钱’是良好开端，但远非万能解药。
