In recent years, Kazakhstan and Japan have deepened their cooperation in rare earth element (REE) development, driven by mutual resource complementarity, geopolitical considerations, and supply chain security. Kazakhstan possesses significant rare earth reserves, particularly rich in light REEs, but lacks advanced separation, refining, and downstream processing technologies. Japan, a global leader in high-end manufacturing, heavily relies on rare earths—especially neodymium and dysprosium used in electric vehicles, wind turbines, and electronics—yet has virtually no domestic rare earth resources.Seeking to reduce its heavy dependence on China—which controls over 80% of global rare earth processing capacity—Japan is actively diversifying its supply sources. Meanwhile, Kazakhstan aims to leverage Japanese investment and technology to upgrade its rare earth value chain and attract foreign capital for economic diversification. Since the 2010s, the two countries have launched joint ventures, such as the Kazatomprom-REE project between Japan’s Sumitomo Corporation and Kazakhstan’s national atomic company Kazatomprom, which seeks to build an integrated production line from mining to rare earth oxides.Amid accelerating global energy transition, rare earths have become increasingly strategic. The Kazakhstan-Japan partnership not only strengthens their resource-technology alliance but also contributes to reshaping the global rare earth supply landscape, offering new alternatives to international markets.
