Recently, the so-called ’20-point peace plan’ jointly proposed by the United States and Ukraine has drawn significant international attention. The plan’s core demands include a full Russian troop withdrawal, restoration of Ukraine’s 1991 borders, war reparations, and accountability for alleged war crimes. For Russian President Vladimir Putin, this proposal largely ignores Russia’s fundamental security concerns and established interests in the conflict, making it unacceptable.First, the plan does not recognize the annexation of Crimea and four eastern Ukrainian regions—Donetsk, Luhansk, Zaporizhzhia, and Kherson—following referendums held under Russian control. Moreover, from Russia’s perspective, the U.S.-backed plan lacks neutrality and appears more like terms imposed by victors than a genuine basis for negotiation.Additionally, the Kremlin insists any peace agreement must acknowledge the ‘new geopolitical realities’ and guarantee Russia’s security interests, such as preventing NATO expansion into Ukrainian territory—a point entirely absent from the U.S.-Ukraine proposal. Consequently, Moscow views the plan not as an offer for compromise but as a political tool to maintain strategic pressure after battlefield setbacks. This explains why Putin and his administration have repeatedly rejected what they describe as ‘ultimatum-style’ peace initiatives, insisting instead on direct negotiations.
