Recently, China’s National Health Commission (NHC) issued a notice urging patients to promptly visit hospitals to reclaim their outpatient deposits. This move aims to streamline medical service procedures, enhance patient experience, and standardize hospital financial management. Historically, some hospitals required patients to pay an outpatient deposit before receiving care to cover potential treatment costs. However, with the continuous improvement of medical insurance settlement systems and the widespread adoption of digital payments, many regions now offer ‘treatment first, payment later’ or real-time billing, making the deposit system largely obsolete. The NHC’s call is intended to address lingering deposit issues and prevent patients from missing refunds due to forgetfulness or lack of information. It also reflects broader healthcare reforms aimed at reducing the public’s medical burden. The NHC has instructed local medical institutions to proactively contact patients, simplify refund procedures, and publish notices via official websites and WeChat accounts to ensure all eligible deposits are returned. Patients can reclaim their deposits by presenting relevant documents—such as deposit receipts, ID cards, and clinic cards—at the original hospital. This initiative not only improves transparency in hospital services but also strengthens public trust in the healthcare system.
