In December 2023, the Hainan Provincial Party Committee convened its annual economic work conference in Haikou to thoroughly implement the spirit of the Central Economic Work Conference, comprehensively review the province’s economic performance in 2023, and lay out key economic priorities for 2024. The meeting noted that Hainan’s economy remained generally stable and showed steady progress over the past year, with notable advances in the construction of the Hainan Free Trade Port (FTP), full-scale preparations for its official customs closure, continuous improvement of the business environment, and solid steps toward high-quality development.The conference emphasized that 2024 is a pivotal year for achieving the goals of China’s 14th Five-Year Plan and a critical year for the FTP’s customs closure. It called on all levels of government to firmly adhere to Hainan’s strategic positioning as a pilot zone for deepening reform and opening-up, a national ecological conservation zone, an international tourism and consumption hub, and a center for serving national strategies. Key focus areas include institutional integrated innovation, building a modern industrial system, expanding high-standard opening-up, and promoting green and low-carbon transformation—aiming for both qualitative improvements and reasonable quantitative growth in the economy. The meeting also stressed balancing development and security, mitigating major risks, and enhancing public welfare to boost people’s sense of gain, happiness, and security.Finally, the conference urged all departments to strengthen accountability, ensure effective policy implementation, and maintain a proactive and energetic approach to drive high-quality socioeconomic development in Hainan, providing robust support for building a world-class free trade port with Chinese characteristics.
