Recently, the Heilongjiang Provincial Commission for Discipline Inspection and Supervision announced that Li Wenbo, former member of the Party Committee and Deputy Director of the Heilongjiang Provincial Public Security Department, has been expelled from both the Chinese Communist Party and his public position—commonly referred to as ‘double expulsion.’ Investigations revealed that Li repeatedly abused his official position over an extended period to seek benefits for others in areas such as construction project contracts and personnel appointments, accepting massive bribes in return. He also engaged in serious misconduct, including abuse of power, interference in judicial proceedings, and obstructing organizational investigations. Particularly egregious was his violation of the law despite being a law enforcement officer—knowingly breaking the very laws he was sworn to uphold—thereby severely damaging the rule of law and the political integrity of the public security system. His actions are suspected of constituting official duty-related crimes, and he has now been transferred to prosecutorial authorities for legal review and indictment. Li’s downfall once again underscores the Chinese Communist Party Central Committee’s unwavering commitment to comprehensive and strict governance over the Party and its resolve to eliminate corrupt elements, serving as a stark warning to all Party members and officials—especially those in law enforcement and judicial roles—to strictly adhere to discipline and the law, and exercise their authority fairly, legally, and with integrity.
