越南“南北高铁”项目究竟难在哪里

Vietnam’s North–South High-Speed Railway project has been under discussion for over two decades but remains stuck in the planning phase. Its main challenges lie in three areas. First is financing: the 1,545-kilometer line is estimated to cost $67 billion—far beyond Vietnam’s current fiscal capacity. Although the government hopes to attract foreign investment or adopt a public-private partnership (PPP) model, the high cost and long payback period deter potential investors. Second, there is ongoing debate over technical standards—such as track gauge, train systems, and operating speed (320 km/h or lower)—with conflicting views among ministries and stakeholders delaying consensus. Third, land acquisition and social impact pose significant hurdles. The route cuts through numerous provinces and cities, requiring large-scale expropriation and resettlement of tens of thousands of residents, which is not only administratively complex but also risks social unrest. Additionally, Vietnam’s existing rail infrastructure is outdated and incompatible with high-speed operations, necessitating extensive parallel upgrades. In summary, limited funding, unresolved technical choices, and difficult socio-political coordination collectively impede the realization of this ambitious project.
