In July 2024, Taipei Mayor Chiang Wan-an led a delegation to Shanghai to attend the 15th Shanghai–Taipei City Forum. Since its inception in 2010, this forum has served as a key platform for cross-strait municipal exchanges, fostering practical cooperation between Taipei and Shanghai in areas such as trade, culture, education, environmental protection, and smart city development. This marks Chiang’s first participation in the forum since assuming office, signaling his commitment to maintaining and advancing city-level cross-strait engagement.Under the theme “Smart and Sustainable: Co-Creating the Future,” both sides held in-depth discussions and signed several memoranda of understanding covering low-carbon urban development, youth innovation and entrepreneurship, community governance, and digital administration. Despite the current complexities in cross-strait relations, the Shanghai–Taipei City Forum remains one of the few consistent official exchange mechanisms, offering a valuable channel for grassroots interaction.In his remarks, Mayor Chiang emphasized that municipal exchanges should not be overly politicized and must prioritize public welfare and urban development. He called for continued trust-building and collaboration based on mutual respect. This visit not only strengthens the sister-city ties between Taipei and Shanghai but also brings a measure of stability and hope to broader cross-strait relations.
2024年7月，台北市长蒋万安率团赴上海参加第15届“上海—台北城市论坛”（简称“双城论坛”）。作为两岸城市间重要的交流平台，“双城论坛”自2010年创办以来，持续推动台北与上海在经贸、文化、教育、环保、智慧城市等领域的务实合作。此次是蒋万安就任台北市长后首次率团参与该论坛，彰显其延续两岸城市交流的积极态度。论坛期间，双方围绕“智慧永续·共创未来”主题展开深入对话，并签署多项合作备忘录，涵盖低碳城市发展、青年创新创业、社区治理及数字治理等领域。尽管当前两岸关系面临复杂挑战，但“双城论坛”作为少有的常态化官方交流机制，仍为两岸民间互动提供了宝贵渠道。蒋万安在致辞中强调，城市交流不应受政治因素过度干扰，应以民生福祉和城市发展为核心。他呼吁在相互尊重基础上，持续深化两岸城市间的互信与合作。此行不仅有助于巩固台北与上海的友好关系，也为两岸关系注入一丝稳定与希望。
