According to Lai, this strategic shift reflects China’s growing sophistication in wielding diplomatic and legal tools in international competition. For instance, following U.S. restrictions on chip exports to China or sanctions on Chinese tech firms, Beijing has quickly placed relevant American companies on its ‘Unreliable Entity List’ or imposed export controls as effective countermeasures. Lai emphasized that such ‘precision strikes’ not only enhance the deterrent effect of sanctions but also demonstrate China’s resolve and capability to safeguard its national interests. He cautioned, however, that strategic competition between China and the U.S. will persist, with increasingly complex confrontations in technology and trade. Nevertheless, rational, restrained, and targeted approaches may help prevent full-scale conflict and leave room for future dialogue.
