In recent years, volunteer service—originally intended as a selfless and altruistic act for the public good—has, in some regions and online platforms, devolved into a gray-market industry. Certain organizations or individuals now falsify service hours, trade volunteer certificates, or organize perfunctory ‘check-in’ activities solely to generate profit. For instance, students pay fees to obtain fabricated records to meet school admission or award requirements, while some platforms openly advertise ‘volunteer hour top-ups’ with fixed pricing. Such practices not only betray the core spirit of volunteering but also undermine social trust and diminish the credibility of genuine volunteers. Worse still, some so-called ‘volunteer programs’ operate without proper oversight, posing safety risks or even crossing legal boundaries. To curb this trend, stronger institutional frameworks are needed—clear standards for volunteer service, transparent certification processes, stricter penalties for fraud, and public education to restore the true meaning of volunteerism. Only then can volunteer service reclaim its authentic role as a positive force for societal progress.
