In recent years, illegal demolition tactics have continued to evolve. Some local authorities circumvent legal expropriation procedures by using terms like ‘voluntary relocation’ or ‘agreement-based move-out,’ and even resort to cutting off water and electricity or issuing threats to pressure residents into leaving. Such actions seriously violate citizens’ property and housing rights. To lawfully protect their rights, residents should: first, preserve evidence such as property ownership documents, demolition notices, photos, and audio or video recordings; second, promptly report the issue to local natural resources or housing authorities, demanding they fulfill their regulatory duties; and third, immediately contact police in case of forced demolition and consider filing for administrative review or initiating administrative litigation. According to China’s Regulations on the Expropriation of Houses on State-owned Land and the Land Administration Law, any expropriation must serve public interest, follow statutory procedures, and provide fair compensation. Residents should never rely on verbal promises—any agreement must be in writing, clearly stating compensation standards and resettlement terms. When necessary, seeking assistance from a qualified lawyer is strongly advised to safeguard one’s legal rights through proper channels.
